Web: Update Issue Explorer Front End

As a user I want an updated explorer ui.

Part 1 of 2 Part Task

Description

Update new explorer design (type, color, spacing, etc)
Update Graphic to Web3 states
Apply new ETH USD across Gitcoin site

Definition of Done

All of the above are addressed.
Mobile / Tablet Responsiveness is done.
