Walletwasabi: [HARD FORK] API version 4

The Hard Fork - Backend Major version = 4

Last Wasabi HardFork was ~500 days ago Since then we made a lot of stabilization/optimization without the requirement to upgrade the Wasabi clients. Because of the increasing demand for CoinJoins, the stability of the clients also becomes fundamental - "old" clients can timeout and disrupt and thus delay CJ rounds. So we decided to introduce the next hard fork of Wasabi.

Improvements:

Tor client updates. Should improve client-backend connection issues, reduce timeout problems.
Optimize data transfer by calculating the addresses regarding denomination levels.
Remove all compatibility code resulting in cleaner and faster source code.
Wallet stabilization: faster and more stable address generation, gap limit improvements, address reuse fixes.
Put everyone on the same page.

Todo:

[x] Increased timeframe to upgrade the Client. Currently, if there is a new backend API version the clients not working anymore and the user has to upgrade immediately. That could be an unexpected surprise. https://github.com/zkSNACKs/WalletWasabi/pull/3654
