More context: this happens when the user opens Wasabi and tries to spend coins before it can get the fee rate from the server. This is easier to see here:

Was Tor running and Backend connected when you selected the coins and pressed the Max button?

I don't think the behavior is bad, but I think the latest fee rate should be saved on disk.
