Walletwasabi: Disable observer/label control when Max button is clicked

When the Max button is clicked in the send/build tab there is no need to enter the observer/label.

I would say let's disable it and add a text inside it that "Label is not needed when sending whole coin"-ish.

2. It's not entirely correct to not label those transactions as past transactions can be affected by the label.

If you click max, you cannot touch the label. Try it.

It's indeed not disabled anymore, as we tested on dev meeting.

Anyhow this will stay like it, as label can be important in edge cases. @lontivero's suggestion was to even make it required.
