Steps to reproduce

After closing the dialog, use mouse wheel or trackpad to scroll

Can also be reproduced in the docs by going to https://vuetifyjs.com/en/components/dialogs, opening a dialog using the "Click Me" button, closing it, then trying to scroll the page using the mouse wheel.

Expected Behavior

Page should scroll

Actual Behavior

Page does not scroll and user must use arrow keys or click/drag the actual scrollbar.

Other comments

I think this was introduced with commit 3c9b8b6 as the fix for issue #6263 (making wheel event listener passive). IE (and the early versions of Edge) do not support the passive option.
