Vuetify: vSelect in vDialog displays behind vDialog

Steps to reproduce

Visit:

1. Click "Open Dialog 2"
2. Click Select List in dialog 2.
3. Notice list displays behind dialog 2.

Related to #2009, in that it's a menuable element, but different.

NOTE: PR #1932 would fix this issue

I would expect list to display above dialog
