我也碰到这个问题，切回npm来安装就好了；
找到.vuerc隐藏文件 ，路径：C:\Users\你的用户名\ .vuerc
修改packageManager 字段为npm

找到.vuerc隐藏文件 ，路径：C:\Users\你的用户名\ .vuerc
修改packageManager 字段为npm
或者在vue create后加-m npm
