Vscode-pull-request-github: Proposed Enhancement: Open Issue Options

Offer more options to open issues

Request Details

The ability to open an issue against a repo without having to have text selected.
An "Open Request" command - triggering a form within the IDE - would be great. Something similar to the Merge Pull Requests experience, maybe?

Hey @mpearon, we have actually already added this! https://github.com/microsoft/vscode-pull-request-github/issues/1713
There's a new "Create Issue" command and a "+" button the on issues view for this.

This will be available in our next release in approximately 2 weeks.
