Vscode-java-debug: Localization support for the extension message

Currently the extension has supported english and italian for configuration settings, help wanted for other locales.

I've just added Spanish support in #904 waiting to be merged.
It's 100% complete although some translations are hard and could be a little bit more precise or be left in English.

Have supported Chinese version for user settings and launch.json configurations. Help wanted for other locales.
