Vscode-docs: Contribution Points documentation lacks an entry for viewsWelcome

3528 resulted in documentation being added at https://code.visualstudio.com/api/extension-guides/tree-view#welcome-content by @alexr00, but the page at https://code.visualstudio.com/api/references/contribution-points lacks an entry for the viewsWelcome contribution point. I assume this was an oversight.
