Perhaps this is a little far fetched, but would it be metaphorically possible to add lights specifically for u-turns?

We have some of these in my IRL city too, would look forward to this implementation.
Question for you; what are you looking for in terms of this feature? Something added to the lane editing tool? Because this is actually possible with lane connections right now.
If you're talking for manual traffic lights, a workaround for now would be to set the lane connection for your u-turn lane and then use the left turn light.
Perhaps put it as an addition to the timed traffic lights. Put it the same way as you would with taxi/bus lanes as a separate section (if that makes sense)

If a segment allows u-turns at a junction (either via junction restrictions tool or lane connector), then if that junction has timed traffic lights there should be an extra UI element for the inside lane to control when the u-turning can take place.

My apologies but with my recent increase in real life activities and my lack of participation in TM:PE in recent months, I think this issue would be better suited to someone else. If it's still around when I come back I'd look forward to fixing it, but for now I'm going to unassign myself. Sorry!
Sometimes i wish for the traffic light mode to be per-lane instead of per-direction (e.g. to have separate phases for two lanes that the game decides are both "right" turns, yet go into different roads)
so if you make a timed traffic light, the "switch mode" button could toggle between:
@Eddi-z: Internally, in the mod's code, it already is per-lane - but it gets reduced to 'per direction' in the user interface.
At some point we plan to overhaul the traffic lights UI and hopefully we can make it easier to use and also add some extra features.
