Tmpe: What is the point of manual traffic lights?
Is there really any point to manual traffic lights tool?
I can manually change the lights but as soon as I exit the tool everything goes back to normal.
Is this feature really needed?

I think it's more so you can have fun changing around the lights. Say, if you wanted to experiment on how long a light should be help without having to time the lights.

Honestly I almost never use it. I think that feature was made only to play around with traffic lights interface and it could be great addition to interactive tutorial, but for now we have no plans to create it 馃槂

I've found the main use for it, and I think it's developing. Throughout the creation of the Turn on Red PR, I've used this tool more than I ever have before, to force the right-turn lights to be red so I can tell if they'd turn while it was red or not.
