Test-infra: prow/cat: 'no' keyword should always show grumpy cat
What would you like to be added:
Using the /meow no command should always display a picture of grumpy cat. Is there really a better way to say no to someone?
Why is this needed:
This is a silly question.

Issues go stale after 90d of inactivity.
Mark the issue as fresh with /remove-lifecycle stale.
Stale issues rot after an additional 30d of inactivity and eventually close.
If this issue is safe to close now please do so with /close.

Nah, we'd just need to explicitly catch "no" and point it at a hardcoded URL.
