Tampermonkey: When clicking the TM toolbar button while any page is loading, the TM dropdown menu content button flickers/flashes multiple times

The issue:

When clicking the TM toolbar button while any page is loading, the TM dropdown menu content flickers/flashes multiple times.
Below is an example screen capture from TM for Chrome while https://mail.google.com/mail/ (new layout) is loading.
In other pages, it usually flickers 2 or 3 times.
It occurs in TM for both Chrome and FF.
_For reference I had never noticed that issue with Greasemonkey (in any GM version)_

STR:

• open https://mail.google.com/mail/
• click the TM toolbar button and observe its menu content.

• Firefox 61 x64
• TM: 4.7.5798 beta
• OS: Win 10 x64

This happens if a script executes GM_registerMenuCommand. I'll check if I can make the action menu update more eye-friendly. ;)
