Status-react: Allow to add/remove custom network from an event

User Story

As a developer, I want to be able to add/remove a custom network from an extension event. The network should be persisted across restarts.

[network/add {:id 1 :name "xDai" :url "dai.poa.network "}]

There should also be an event allowing to switch between network.
