I encounter exactly the same error.
First I had an unauthorized error: seems that my tenant administrator was not the term store administrator.
When retrying to apply the template, I get the error mentioned above.

I am experiencing the same issue, as fhwstam. Is there a solution to this?

I think the problem is related to the "SharePoint Online Client Extensibility Web Application Principal" in Azure Portal app-registrations. Could someone shed a light on this and tell us how to fix or maybe the starterkit needs a fix? (btw, if you deleted it, you can restore it via PowerShell using Get-AzureADDeletedApplication and Restore-AzureADDeletedApplication)

Alright, I found the solution or workaround in another topic. You should only have one SharePoint Online Client Extensibility Web Application Principal in the Azure Portal app-registrations and you have to have the correct one.

If you have deleted them, by restoring, you need the one with the identifieruri = https://microsoft.spfx3rdparty.com} and you may have to recreate the app principal for restored apps
