When trying to open 'Linked devices' settings page "Network connection failed..." dialog is displayed. It pops up on both wifi and cellular network connection. Clicking try again doesn't change mach, dialog opens again. That error was introduced in update to version 3.25.3. Before that it was working.

Maybe there should be an information for user to do the above when network connection dialog pops up.
the network connection failure should not happen in the first place, but this sounds like a signal android/server bug.
Did you fetch your debug logs by chance?
No, I don't have anything. I'll try to reproduce it and check what is reason of it.
This should be closed as I somehow missed repos. I should report this in Signal-Android instead this one.

im having the same issue, and everything says cant connect to network.
According to an in-app notification they are facing technical difficulties - probably a high server load. So I would suggest to just wait and retry.
