Shields: Custom unresponsive message and parameters for timed out website

The status image takes too long to load for unresponsive websites. Therefore, here are the suggestions:
timeout=<seconds> (try x seconds before showing unresponsive message)
unresponsive_message=<message>

Hi! Thanks for the suggestion. The current timeout is probably 30 seconds which seems much too long. I'd suggest we make the default something like 10 seconds and allow configuring it anywhere between 1 and 30.

Shouldn't we use the "down" message for unresponsive?

I would say the current unresponsive message should be replaced by the down one if that is possible.
