on the Bahasa Indonesia sub-forum, you can't make a topic. I believe this is due to some spam thing that happened about a year ago which caused mods to turn off creating topics there, but they were never turned back on and users still can't make a topic.

It's been moved to scratchr2, and is most likely not a bug, but a moderation setting.

Ah, okay. I thought it was probably still on the s2forums repo since that is open-source and fits for the forums and everything. And yeah, it probably is a setting, kind of like the one used in the Announcements forum, to keep normal Scratchers from posting there, and it might have either been done on accident or potentially to prevent spam in the forum.
