It would be really useful for the touchscreen controller overlays that right now require the editing of files outside the RetroArch gui to change their size and position accurately, also it would help with other type of overlays like borders, it would make RetroArch even more easily customizable.

But I don't know how complete or stable it is.
If someone was willing to write a thorough spec for one I would be willing to write an official in-tree editor.
I eventually figured out how to compile the RetroArchOverlayEditor in the link above, and unless it's a "it works on my machine" kind of thing I was unable to get the editor to do anything other than load and show me buttons that didn't seem to do anything, so by my estimation it's not very stable.
