Defect comment is overlapped by scrollWrapper in UI with zoom less than 100%

To Reproduce
Precondition: set Chrome browser zoom 90% (if 1 line comment), 80% (if 2 lines comment)
Reproduced on https://reportportal.epam.com/

1. Open test run and add defect comment
   => Defect comment is overlapped by scrollWrapper in UI
2. Open a specific launch with the test run, move the cursor to any test
   => Defect comment is overlapped by scrollWrapper in UI
