Checks tab is not related directly to the pull request workflow, would be helpful to have a feature that will disable this tab.

From what I understand if it’s empty then it probably shouldn’t, so it’s serving a purpose anyway (i.e. nagging you to add checks)
Let's wait a bit as it's still not finalised in my observations. E.g. If you have successful checks from before launching the feature on a PR, you could find them in the Checks tab, but the counter says 0.

I still see it. I think it's time to drop it when empty _unless_ you're the owner of the repo (to allow the owner to add the checks). I don't know how that can be determined though. Another API call? Worth it?
I think this can follow #1710 and just show the tab on your own repos. This feature can probably be copied 90% from the “hide projects tab” one
