The following instructions will allow you to enable the Remote Desktop Protocol (RDP) functionality on Windows 10 Home build 17134 (Version 10.0.17134 Build 17134):
- Install RDPWrap-v1.6.2.zip;
- Access "C:\Program Files\RDP Wrapper" folder;
- Rename "rdpwrap.ini" to "rdpwrap.ini_BAK";
Copy rdpwrap.ini (rename "rdpwrap.ini.TXT" to "rdpwrap.ini") file to "C:\Program Files\RDP Wrapper";
Access "C:\Windows\System32" folder;
- On "termsrv.dll" follow...;
- Properties > Security > Advanced > Change > Advanced... > Find Now > Administrators > OK > OK > Apply > OK (on dialog) > OK > OK;
- Rename "termsrv.dll" to "termsrv.dll_BAK";
- Copy termsrv.dll (extract zip file) file on this folder and paste into "C:\Windows\System32";
- Restart "Windows 10".

Replacing termsrv.dll with an older version should only be used as a last-resort. Usually patches are already available ahead of the version your system is running. The issue you are referencing to is from 2018.
@Mordo95 "Usually patches are already available ahead of the version of your system is running." -> I tried using RDPWrap version 1.6.2 (latest in 2019/09/21) and didn't work. I had to use the procedure I described above.

Or you could take a second to browse the issue board and find patches like asmtron posted here: https://github.com/stascorp/rdpwrap/issues/860 (https://raw.githubusercontent.com/asmtron/rdpwrap/master/res/rdpwrap.ini) to update it to the offsets you need. The rdpwrap.ini here isn't really maintained anymore, so the people will do it. Replacing a system component that has gotten a security patch is one of the worst possible advices to give, especially making it go back to a version from 2018.
How to update rdpwrap.ini to the latest offset:
C:\Program Files\RDPWrap\RdpWinst.exe -rIf your version is still unlisted, make a new issue and upload your termsrv.dll in a zip file so we can get the new offsets for other people too.
