Railcraft: Add electric boiler firebox (electric heater)
This block serves to supply steam together with boiler tanks when a user has charge but no steam.
The texture is already in the repository.

Well, IRL making steam from electricity would be 100% efficient in a perfectly heat-sealed system, however generating electricity from steam only has about 50 efficiency at the most, depending on the setup and whether superheated steam is used.
So needing about twice the electricity per steam, than what you would generate per steam, makes sense.
