Pwa-studio: [feature]: Visual Studio Code extension for PWA Studio

As developers start to use Visual Studio Code with PWA Studio, having common extensions, templates and other utilities will be helpful to improve productivity/satisfaction.

Describe the solution you'd like
Similar to Magento for PHPStorm, PWA Studio for Visual Studio Code can help generate "boilerplate" code, folder structure and examples within the IDE. Purpose of this feature is to create a proof of concept (POC) to improve this IDE with PWA Studio based on other extensions, best practices and latest advancements around extensibility and other capabilities.

Describe alternatives you've considered
PHPStorm alternative (or WebStorm) may be considered but would focus on Code at the moment.

@larsroettig to open a PR against our readme or docs where appropriate so we can assign points/value to this effort (since the extension exists outside of this repo/codebase)

cc @jcalcaben where would be the best place to link something like this? A "community tools" section? Also maybe we should add a "community blogs" link?

The README file would be the most appropriate place for promoting these types of tools and resources.
My suggestion would be to create a Community Resources section under Useful Links after Venia that lists helpful tools and blogs created by our community members.
