Did you test it? The game is stable? You can play with a gamepad?
The game doesn't work at all. Whitelisting requests are for games that are working right now already, not for the games you'd like to get working..
So what is the official way to let you know about this game.
There's nothing to do right now except waiting. The game is known not to work and the issue is open here already : https://bugs.winehq.org/show_bug.cgi?id=45377
So just wait for the bug to be fixed, if it ever is.
After reading the response given here, I went ahead and posted a discussion regarding this issue along with all the sources and explanation possibles to see if Capcom can keep their promise of releasing this game in some way to SteamOS.
The game was bought on PC instead of the console version with the promise that it would be released on SteamOS/Linux and 2 years later we are still waiting for this to happen.
We are not waiting any longer and are demanding Capcom to collaborate and have this bug fixed/work with valve on getting this working as soon as possible.

It's sad because Capcom could help to make it run on Proton. Maybe they will when everybody stop to play the game, then they will complain about low linux sales...

What is it that prevents this game from working? Is it Denuvo interaction like with Tales of Berseria such that Proton 5.0 might make a difference? I have access to a copy of SFV through Humble Choice, but haven't seen if anyone's tested it on ProtonDB or here in this issue. If it doesn't work yet, I'll just gift my copy.
I tested it with 4.11-12 & got nowhere, haven't had a chance to test with 5.0 yet.
5.0 is significant because of the changes that allow Denuvo on many more games to work.
The game doesn't use Denuvo though. It's a custom protection and afaik the main blocking factor is that it compares on-disk ntdll.dll to in-memory version, and since ntdll isn't yet built as PE in Wine it will fail. When ntdll will be built as PE, we can expect the game to go further (or even potentially to work completely fine). The work needed to get there is still ongoing.
Ah, okay. Then I shouldn't expect Proton 5.0 to make any difference. Thank you. :)

I've been testing with Proton 5.0-7 and it is working well. Just some points that I noticed:
If I play on Arcade, eventually the server connection is lost (error: 80003) and it is not possible to reconnect to it again. Even trying on the Main Menu after leaving the Arcade mode.
Eventually when a simple Versus fight ends (Player vs CPU) the action buttons stop to work (A, X, B, Y), but the analog sticks don't. I have to turn the controller off and later on to get it working again. This issue has never happened with any other game I play through Proton. (Xbox One Wireless controller)
The last I believe has nothing to do with Proton but the game itself: the frame rate doesn't reach 60 fps, and it drops a lot when the vsync is on. To have a constant and fluid 60 FPS, I had to edit the file ../Steam/steamapps/compatdata/310950/pfx/drive_c/users/steamuser/Local Settings/Application Data/StreetFighterV/Saved/Config/WindowsNoEditor/Engine.ini and add the following lines:
[/Script/Engine.Engine]

The game used to work perfectly, but now it logs a bunch of "raise_exception" making the game close and open constantly.

Tried to launch directly with proton, at least a street fighter image appeared(that one with ryu and chunli which appear before game launch), but the following error shows up.
Edit: Installed Proton 5.13 e worked again!
