Powertoys: Issue with the 'Check For Updates' button

1. Turn off network access
2. Click on Check For Updates

✔️ Expected result

_Show an error something like Unable to access the network_

❌ Actual result

_Tells that PowerToys is up-to-date even if network access is nonexistent_

we can show a error message if update check procedure is failed.

Maybe also change the text to the similar, but more correct/safe "No updates found"?
