Powertoys: Allow FancyZone keyshortcut to be configurable for editor

We use old-school IBM clicky keyboards. They have no Windows key. Please add a setting to trap an alternate key stroke/combo.

Same here. On a german keyboard you have to press "CTRL" + "ALT" + "+" to get a "~". So it does not work.

It could also be useful for people whose keyboard don't have a tilde key.
The shortcut seems impossible to use on my French Canadian keyboard.
