馃摑 Provide a description of requested docs changes

_What is the purpose and what should be changed?_
Dev docs need to be added for the localization set-up that has been enabled on PT. It should cover the following:

  • Details about the localization step in CDPX pipeline
  • Steps required to enable localization on a new project (C++/C#/UWP)
  • Lcl file format
  • Possible issues which can arise with localization PRs
  • Enabling localized MSI for a new project
