As far as I can tell this is does nothing more than the Volume Mixer that is already in Windows. So, unless I'm wrong, no use and therefore bad idea.
It's a modern version of the Windows Volume Mixer. PowerToys shouldn't adopt it though. Windows should. The volume mixer in the settings app is an abomination and is what MS wants to replace the control panel volume mixer with. Try out EarTrumpet before you knock it @Jay-o-Way :)
I would like to add that it allows selecting playback device per app. Super useful!
No thanks. I don't want to run random software from random people I don't trust. Especially when there's no extra value (for me). Just being safe.

Its true its a simple volume mixer but much better than windows. Windows should implement all powertoys features.
the current windows mixer is like windows 7 style and eartrumpet like windows 10
this is tracked in #1011. EarTrump it a great tool and open source as well.
