Powertoys: FancyZones - System Theme Sync

Summary of the new feature/enhancement

Allow FancyZones to sync with system color settings.

Proposed technical implementation details (optional)

A slide toggle that enables FancyZones to sync to the system color themes. This would disable the color picker regions, and apply the following colors:

• active color - The system color, whether user selected, or automatically picked from the background.
• inactive color - Based on the current light / dark theme settings in Windows
• border color - a darkened version of the active color.

Essentially, FancyZones would dynamically adjust based on whatever these current settings are. This includes updating if a wallpaper slideshow causes the system color to change via the Automatically pick an accent color from my background setting.

i will say, this is a tad harder than it seems for non-uwp apps to grab appropriate colors

I actually didn't know this api existed! Very interested what the background / foreground colors it returned
