Powertoys: Shortcut Guide appears only on primary monitor

Environment

Microsoft Windows [Version 10.0.18362.418]
PT ver 0.12.0

Steps to reproduce

Open shortcut guide by holding down Windows Key

Expected behavior

Shortcut guide should appear on the current monitor

Actual behavior

Shortcut guide appears on the primary monitor

I found out that you can move the config screen to the second monitor. The settings do apply to the correct one then.

Proposed implementation to determine which is the current monitor.

Add a setting, similar to the FancyZones setting, to follow the mouse cursor position or the current active window.

@enricogior, is it active window or mouse cursor? Those are two seperate concepts. My mouse could be on screen 1 but active window be on screen 3.

FZ seems to do active window

the proposed implementation suggests to follow the FancyZones approach: have a setting to choose if you want to open where the mouse cursor is or where the current active window is.
