Polis: When math worker falls over, offer feedback and assurances that data is still being collected

This is a stub for now.

Math worker falls over quite regularly. Confusion amongst users when that happens in quite common. At worst, that confusion might feel like panic, especially if a large conversation (weeks in the making) is running.

We should offer better feedback to (1) detect and explain when math worker is down, and (2) assure moderator (and maybe users) that votes are being collected, and visualization will continue minute-by-minute updates later.

We shall have to have a reduce ungood feelings design review. @micahstubbs brought up a number of these as we discussed seeding comments and conversation admin, which is full of surprises and corners.

thank you @patcon - i'd say not panic, but a very ungood feeling if this happens just when you start and votes are flying in.
