You can already supply any custom arguments to any emulator profile that's automatically imported or manually added. You can also overwrite cmdline arguments for each when configuring play action.

Also please add some description next time. Not everybody is familiar with PCSX2 or the way fastboot is enabled.

So, how would I enable Playnite to launch all games with PCSX2 using fastboot. What argument should I use. I'm new to Playnite.

Remove --fullboot from emulator argument configuration.
