wslu can't stop on updating - nothing help

I've also been experiencing this issue on 18995 and now on 18999. Happens when running pengwin-setup on a fresh install.

I believe this is a issue related to deb packaging. I will publish a new package later as my laptop got nuked yesterday.
2.3.2 is now temporarily pulled from the repo. the new package that will be uploaded should fix the issue.

Sorry for the inconvenience caused. CircleCI cannot manually trigger package deployment, I have currently manually uploading packages to packagecloud. I have tested locally and now it should be working.
