Papirus-icon-theme: Indistinguishable Folder Color with Arc Dark Theme Highlighting Color

• Installing method: Debian Buster-Backports Repo
• App name (version): Xfce Panel, Transmission torrent client, etc.

The folder color (some shade of blue) used in the default Papirus Icon Theme make the folders indistinguishable in highlighted state with the Arc Dark Theme.
It's not a major problem, per se, but changing the folder color slightly would improve the accessibility of the Papirus Icon Theme.
