Paperless: Consumer does not create directories for PAPERLESS_FILENAME_FORMAT

Coming from #593 ... the model.py does create the directories if needed, the consumer doesn't. Leads to no problems when the server is in charge of changing the name - but to a crash when the consumer consumes a new file.

Are you going to work on this?

I was thinking of it, but could not say when to do it (father of a 3 week old) - so I dropped it here. I might try it in 1 or 2 weeks, have little coding and no python experience though.
