Openscope: Increase taxi time

Increase taxi time from the current 3 sec to about 10 - 15 sec.

It would require a fix for the bug where increasing the taxi time causes the aircraft to appear away from the runway.

Honestly, the real answer here is to remove the taxiing and clearing. They should depart on their own and then contact us. We could extend the taxi time, but if we're going to touch it, we might as well do what we need to do anyway and just turn it all off.

How about making taxiing optional? (switchable in settings)

another possibility:

• always "taxi" the aircraft to the assigned runway
• change the taxi command to lineup, then the times would make more sense, even 10-15 sec wouldnt be enough for taxiing at a large airport...
