Notebook: Release 5.3

Any opinions whether https://github.com/jupyter/notebook/pull/3115 (DOM history to navigate directories) should be included in 5.3? It's marked as 5.4 but it's merged, so if we include it, we won't need to do a bunch of backports to release 5.3...

Note that there is not yet a conda package for send2trash.
