Nixpkgs: Steam won't install - cannot download libacl1.deb from any mirror

Issue description

I'm trying to move to the 18.09 channel, and I'm finding that I can't install. The output ends with:

Steps to reproduce

It seems fairly clear this issue would arise for anyone installing steam on 18.09 without the relevant file already cached.

Seems very similar to #49048. c0bw3b_ on IRC asked me to mention @Synthetica9 and @Infinisil since they tackled the previous issue.

Seems like the update scripts have to be ran again. I updated https://github.com/NixOS/nixpkgs/pull/49420 to address this.

Only just noticed that this is 18.09, not unstable. I'll backport the changes.
