I have researched your issue and noticed the following : you are using stable version of Node.js but in the same time you have upgraded your npm (package manager) to the latest version (3.9.5) which is usually bundled with one of the latest Node.js 6.x (caused after npm update -g)
At this very moment NativeScript is not supporting Node.js 6.x and this is the reason your tns commands are not working - the package manager is not supported version.
Solution : revert your npm version to stable one. and even better - to the one that is bundled with the Node.js version that you are using (for node v.4.4.5 - the bundled version of npm is 2.15.5)
Also if you want to use multiple version of Node.js I recommend using a version manager - for example this one : https://github.com/coreybutler/nvm-windows
It will allow you to switch within different node.js versions (and their different bundled npm) with a single line line nvm use 4.4.5

We don't agree with the ticket tag for this issue is a question. It's such a critical bug, our enterprise project gets pending 3 days and more for this issue, many clients are disappointed ... about our technical decisions on NativeScript. Hope the issue will be fixed soon !
@meow0703 NativeScript is a open source product. If you have a critical issue; your best bet is to get paid Telerik/Progress support contract of some sort. Otherwise the support you are receiving is provided for FREE by Telerik employees and other nativescript users (like me).
Github currently shows there are currently 193 open issues in this repo alone ( and there are several NS repos, one for each of the pieces of NS ), so your issue is just one of the many issues open. I know the Telerik employees are trying hard to cover all the issues; but it takes time to duplicate issues, then to fix them and finally just TEST them before they release. Each of those steps takes time. They also have to prioritize issues based on the effect a issue has on the whole eco-system. For all the free support that Telerik/Progress team does provide, they do a awesome job.
So please keep the demands out of any requests for free support!
Now as to your issue -- I might have a solution if your willing to try it. Based on your issue; I have seen something like it before; and the simplest solution is actually to use a earlier version of node. I personally do know 4.3.1 works on Windows with NativeScript.
Please note; the second un-install may totally fail as it did properly uninstall the first time. This is not a issue if it fails the second time when it appears to have worked the first time; the idea is to force it to uninstall everything. I have seen the first time fail to fully uninistall even though it looks like it worked. There is a issue with the pre-uninistall script in NativeScript that sometimes fails to allow NPM to fully uninstall nativescript.

I have tested your scenario (with the exact node and npm version) but I was not able to reproduce.. Based on the information you have provided it is probably a problem with your enviroment settings.
Is the same error thrown when you try to run tns doctor - and also can you build a project in Android Studio (just to check the Android SDK state)

We know many NativeScript potential clients also get this critical issue. Today, we tried your tips and check carefully version but there was no luck. We also tried with your suggestion, i.e. rolling back node version down to v4.3.1 but there was no luck. The fact is this is the critical bug, there is some thin imperfection around here ! We still here because our hope still be in TNS community growth.

@meow0703 I really do appreciate that you want to use NativeScript and that this issue is blocking you and it is critical to get fixed for you so that you can use it! However, I'm going to re-iterate; this is a open source project. It is not considered to be good behavior to be demanding support in ANY open source project. If you want support you can demand, you need to get a support contract from Telerik/Progress or even pay a third party contractor (Like me) to be a support person you can contact at a moments notice and demand help. Otherwise; you need to realize that this being a open source project a large chunk of us helping are NOT being paid by anyone to help or answer questions, but are just volunteering our time (like me) because I want to give back to the project. None-the-less your issue is judged based on its merits against the other 200ish open issues on what things get fixed and in what priority they get fixed; demands won't increase the priority, they just will annoy most of us.
I'm pretty sure this isn't a NativeScript issue; but instead there is something wrong with your node environment. Hopefully, we will be able to fix it...

@meow0703 It is possible that as suggested by @NathanaelA the overwritten prefix for your npm is causing your issue.
Check this disscussion and to be more specific the third response from user _splatteredbits_ where he suggested the following solution:
On a fresh machine where I install Node.js, I'm seeing this in the %ProgramFiles%\nodejs\node_modules\npm\npmrc file:
prefix = ${APPDATA}\npm

Thank you for your suggestion but it doesn't help. We tried remove the prefix configuration but no help. We tried on new fresh machine and out of luck. This is truly a critical issue that may harm TNS market share if new commer tried run first demo and get stucked like us.
Looks like it's a file encoding issue (UTF-8 with BOM) in one of the package.json files from some dependency. This might be tricky to solve.
Can you please save the log to a file and upload it?
run:
npm i nativescript -g > output.log
Because SyntaxError: Unexpected token should actually show whatever the unexpected token is. Probably is some non-printable character and you are not being able to copy it.

The attachment is the console output into file by running "npm i nativescript -g > output.txt" (We use TXT extension to be able to upload the file)
On my Mac i get the same error, when i want to "livesync" my ios project.
I've also test out the options described above, with no luck.
The following is the output of the "CLI" with the command tns --log trace livesync ios --emulator --watch.
For Android the command tns --log trace livesync android --emulator --watch works like a charm

@psychobob666 your issue appears to be actually different than this. meow's issue is his won't run at all. Your looks to be something breaks when you run livesync -- I assume that you can create and run a project without livesync, correct?
@meow0703 - Looking at the output.txt log you just uploaded it doesn't show any failures. Are you able to run NS properly now?

@meow0703, probably there is something really wrong with your development environment. I use Windows 10, installed the same node and npm version as you and didn't have any problem. As a last thing, can you change your windows language settings to English and try again? Also try creating a new user and install nodejs and NativeScript from there. If none of these works, you have to setup something like a virtual machine with, say, Ubuntu.
It's really hard to help when we can't even reproduce your bug.

@NickIliev is it possible to reopen this issue? I have just encountered the same problem after coming back from a few months break. I cannot use any CLI commands without getting the error that @meow0703 got, but don't worry I won't be demanding about the whole thing :+1:

means you are using another application that tns needed!
In mac shell type:

should give:
/usr/bin/head
