Well it would be useful because the firetruck water cannon range is very small.

Describe the solution you'd like
i want that when you use setFireTruckWaterCannonRange() with firetruck it changes water cannon range to given number

It would be better to be able to create a water beam with a specific velocity without the need of a fire truck.

Yeaah, that would be perfect.

i did it some time ago, https://github.com/CrosRoad95/mtasa-blue/commit/fef261db7bacb3c5eb27dfd85dbb2f89219a6f66
working but is bugged

i think this should rather be named:
setElementWaterCanonRange()
or
setElementWaterCanonForce()
or
setElementWaterCanonVelocity()

This is a good start tho.

@LosFaul why setElement... and not setVehicle...?

Marking likely accept for https://github.com/multitheftauto/mtasa-blue/issues/955#issuecomment-495369677 - OP needs to be updated with improved API suggestion
