Metrics-server: Create a fat manifest for metrics server

What would you like to be added:
A fat manifest for metrics server, allowing to pull the same image for multiple arch
Why is this needed:
It is easier to have multi arch cluster with a fat manifest

Confirmed that this will work with promotion process. I also added it to 0.3.7 milestone as it would be a great improvement for 0.3.

Thanks for sending PR. This was on my plate for a long time, blocked by image promoting process.
I would wait until https://github.com/kubernetes-sigs/metrics-server/issues/365 on implementing fat manifests.
