Mattermost-server: Sync with starter-template

Update the https://github.com/mattermost/mattermost-plugin-incident-response/ plugin to use the latest tooling from the https://github.com/mattermost/mattermost-plugin-starter-template, unlocking the ability to deploy the latest code via the server's socket connection instead of having to configure MM*SERVICESETTINGS*SITEURL and the requisite credentials.
