Manageiq: Cannot edit additional tenants of catalog items/bundles

It is impossible to edit additional tenants as of kasparov-1.

When editing an existing catalog bundle or item changing the additional tenants field of the form does not enable the save button and the "https://hostname.domain/catalog/atomic_form_field_changed/" reqeust is not being made as with every other field change.

Fixed this issue in above pr in latest master. @zigaSRC @sebrower do you want this fix in kasparov or master is OK?
