Kibana: Can arrow key "past" the limits of the resizer

If you keep resizing to the right, you hit a min width and it won't visually change anything anymore. If you keep pressing the right arrow key, it doesn't do anything visually but then appears broken when you go back left.

Pressing left arrow key, you then have to "undo" all of your right keypresses making it seem like it's broken.

@sulemanof could you check if this is a bug inside Kibana or if that issue should move to EUI?

@timroes @sulemanof This resizer component is not from EUI, but looks to be a precursor to EuiResizableContainer.
We have an in-progress PR that adds the collapsible panels feature that would bring EuiResizableContainer to full feature parity with what is currently in Visualize. Also, the bug in this issue is not present in EuiResizableContainer.
I'm not sure if there is an issue tracking the work to use EuiResizableContainer in Visualize, but it is on the EUI team's radar. //cc @cchaos

I don't think we have an issue for that yet. Then let's say this issue will be fixed via the switch to the EUI component. @stratoula do you think we could create a new issue for replacing the component and close this one in reference to the other one?
