Kibana: Tags on Add Panel fly-out

Tagging is being implemented in Dashvboard, and we should add the ability to view tags and filter by them on the Add Panel fly-out. Tags would need a filter, and also display in one of the columns if space / design permits.

Hey, gang. Per this request, I've updated the saved object tagging design mockups and prototype to show how tagging could be accounted for in the Dashboard add panel experience and the Canvas add Kibana element experience. I've put together a quick design update video that runs through these changes.

Hey @shaunmcgough! Thanks for pointing this out; you're correct. I'll add it to my list to update the saved object tagging mockups and prototype to account for the Dashboard and Canvas add panels flows. Stay tuned for those updates.
