Kibana: [Dashboard] Redesign the 'Maximized panel' view

There is a ui-actions initiative to add a _Share_ experience to dashboard panels. The landing page for these shared links will be a redesigned ‘maximized panel’ page in Dashboard. To reiterate, this issue tracks only that subset of the _Share_ workflow - the maximized panel view.

The new design will allows users to return to the parent dashboard in addition to a side bar containing common panel actions like _Edit visualization_, _Add title_, etc.
