Kibana: "Edit" button in empty dashboard does not work

The KbnTopNavController only has an open() method, which works for actions that are templates but does not know what to do for actions that are just actions

I didn't even realize that was a button. Let's just make that not a button any more. As the message says, users should click the edit button in the menu bar. 😄

Hmm it is pretty nice to have that call to action there. We can fix this from a UI perspective by replacing the entire line of text with a button saying "Edit this dashboard".

@cjcenizal We can explore that, but the inline button thing has been around for a long time, so we should fix it.

@epixa I agree. Changing the button will just result in a better-looking, still-broken UI. 🤕
