I am sorry, but I really cannot find the time. Too many things to do,
including too many reviews (just completed 13 reviews in 12 days:
evenings and week ends took a hit).

Sorry, there's a small inconsistency in language. assign for users, set for the DOI. I should fix that...

Outside of the list @GaelVaroquaux might be a good choice. He wrote the excellent scipy-lecture notes on optimization (http://www.scipy-lectures.org/advanced/mathematical_optimization/index.html) so knows well what else exists within the Python ecosystem.

If you have other ideas @arokem feel free to assign someone else.
